Shouldn't the best base stealers be in the HOF

You rank 5th in career homeruns.

You rank 2nd in the single season mark for HRs per plate appearance.

You have the 8th best career HRs per plate appearance.

And among the top 13 HR hitters of all time, your batting average ranks 5th.

Are you a Hall-of-Famer?! Of course you are. What kind of absurd question is that?

Then how come Tim Raines is not, when those very rankings above are his. But instead of homeruns, we're talking stolen bases?!

When did stolen bases become irrelevant?

I don't get it. Base stealing changes the delivery of the pitcher, opens up the infield as fielders have to edge closer to the bag, and when done effectively puts runners in scoring position.
